Prequalifying a new engineering partner: a checklist for procurement teams
New firms can carry senior experience without a corporate track record. Here is how to assess capability rather than tenure.

Procurement frameworks are built around corporate history: years in operation, revenue, completed projects under the current name. That filters out risk — and also filters out capable new firms formed by experienced people. A better approach assesses the team that will actually deliver.
Ask for these
- Named key personnel with CVs and references from the specific programmes cited — and a commitment that they will be assigned.
- The management system: quality, HSE and project-control procedures, and evidence they are used (templates, sample reports, audit records).
- Financial standing appropriate to the contract size, with bank references and insurance certificates.
- Statutory registrations: CR, VAT, GOSI, Saudization status, chamber membership, and portal registrations such as Etimad.
- Key subcontractor and OEM relationships, with letters of support where relevant.
Weight these lower
- Corporate age in isolation.
- Glossy case studies without named references.
- Certificates without evidence of the system behind them.
You are not buying a company history. You are buying the people and the system that will run your programme.
